Assistant Commissioner

1. I am directed to invite applications from eligible and suitable officials for filling up three vacancies of Assistant Commissioner (NRM/RFS) in the Department of Agriculture and Cooperation by deputation (ISTC) basis. Details of the post, eligibility conditions etc. are given in Annexure-I. The pay of the officer selected for appointment on deputation (istc) basis will be regulated in terms of DOPT’s OM No. 6/8/2009-Estt. (Pay II) dated 17.06.2010, as amended from time to time.
2. Applications of only such officials/candidates will be considered as are routed through proper channel and are accompanied by (i) bio data (in duplicate) as per proforma (Annexure-II), (ii) Photocopies of ACRs for the last five years attested (signed & stamped) on each page by an officer not below the rank of Under Secretary to the Government of India level, (iii) Vigilance Clearance Certificate, (iv) Integrity Certificate, and (iv) No Penalty Certificate or a statement giving details of major/minor penalties imposed on the officer, if any, during the last 10 years, in the enclosed format (Annexure-III). It may also be verified and certified that the particulars furnished by the officers are correct.
3. Name of the post: Assistant Commissioner (NRM/RFS)

1. Number of posts: 3 (Three).
2. Classification of post: General Central Service, Group ‘A’ Gazetted, Non-Ministerial
3. Pay Scale: (PB-3), Rs. 15600-39100/- with Grade Pay Rs. 6600/- (Pre-revised Rs. 10000-15200/-)
4. Age Limit: The maximum age limit for appointment on deputation (including short term contract) shall be, not exceeding 56 years, as on the closing date of receipt of applications.
5. Method of Recruitment: By deputation (including short term contract).
6. Eligibility: Officers of the Central Government/State Government/Union Territories/Public Sector Undertakings/Autonomous or Statutory Organizations/ Semi Government/ Agricultural Universities/ Recognized Research Institutions or Councils possessing the following service, educational qualifications and experience, are eligible:-
   Service:- (i) holding analogous post on a regular basis in the parent cadre/ Department; or
   with 5 years’ service in the grade rendered after appointment thereto on a regular basis in the scale of Rs. 8000-13500/- (pre-revised) or equivalent in the parent cadre/ Department and;
   Educational Qualifications and experience:- (i) Master’s Degree in Agronomy or Agriculture with Agronomy as a subject or Agricultural Chemistry or Soil Science or Agricultural Extension or Agricultural Economics or Agricultural Botany/ Botany or Forestry or Degree in Agricultural Engineering of a recognized University or equivalent;
   10 years experience in a supervisory capacity in the field of Soil and Water Conservation or Land Reclamation including Water Harvesting and Farm Development.
7. Desirable:- Doctorate Degree in any of the Agricultural disciplines mentioned above or Master’s Degree in Agricultural Engineering of a recognized University or equivalent.
